Yes, it seems to be because this menu item actually runs:

$ gksu gdmsetup

If I run top after clicking the menu item, even though nothing has 
happened on the desktop, I can see there is still a gksu process hanging 
around. The same thing happens if I run the command from a terminal.

However, if I run:

$ sudo gdmsetup

gdmsetup works fine without a password prompt (my username is listed in 
/etc/sudoers), so gdmsetup itself is working OK.

There are other entries on this menu which use gksu (Software Properties 
and Update Manager) so gksu is definitely working too.
