I would be happier about the legal implications if the firmware was 
downloaded from Broadcom directly, or a Broadcom hardware supplier such 
as HP.

That's weird - maybe the firmware file you have is a dummy. There 
shouldn't be any real firmware in that package at all.

Certainly, this package shouldn't be allowed to cause problems for 
people who don't even have this bcm43xx hardware.
