my playback and recording device are set to OSS portaudio V19.

I assume this is the default, I don't recall changing it.

Changing to alsa+quit+reload gives the same problem (i.e. audacity eats all 
available CPU).

I'm sure you have already seen it, but there is a recent message from xavier 
confirming that he can reproduce the 100%CPU problem in 1.3.7 (and in 
1.3.0).

concerning audacity + jack :

I don't have jackdmp installed.  I'm only a single CPU (sempron 3200+) can 
you let me know if it is safe to install jackdmp on a single CPU and to run 
the test which you have done?
