Yes indeed, that's part of the design of the distro. For versions up to 
1.0, add this line to your /etc/apt/sources.list file:

deb ftp://ftp.uk.debian.org/debian/ testing main

where 'uk' is your local Debian mirror, listed here: 
http://www.debian.org/mirror/list

Of course you can use a secondary or local Debian mirror instead, which 
could be even faster.
