I agree with Lee, your SiS video chipset is most likely to be the culprit.

If you have an AGP slot on your motherboard, you can get an older-model 
Matrox G550 card quite cheaply. Then you can disable the SiS chipset in 
the BIOS. Not only should the lines go away, but your graphics will 
probably be sharper too. You may also get a slight boost in performance 
once the on-board graphics are turned off, since these chipsets use up 
system RAM.
