erm,
          I had this problem - they're in the testing repository, 
foolishly I thought they were called kernel-headers (oldstyle) they are 
named linux-headers-xxx

You can install them through synaptic or on the comandline with 
(providing you are running the 2.6.21-1 kernel)

apt-get install linux-headers$(uname -r)
