I'm afraid this is not a feature we've ever tested, as we haven't used 
dial-up here for about five years, but as I recall, wvdial used to be a 
very handy tool:

You'll need to get all the package dependencies downloaded on a machine 
with working internet access and copied onto a memory stick or 
something, then install them on the target machine as root with the command:

dpkg -i *.deb
