I suppose it is do do with the GTK package that was downgraded to make 
Ktoon work.  With a new version of ktoon (that became available now) the 
gtk package will be restored to etch, and libart2-dev should install.

I saw a mention of this last week, so it might be in the works already.  
Just wait a little while longer.
