 I think this could be closed with a wontfix.

 I think it is reasonable to say that the correct set-up of key-bindings is
 really up to the user. So long as the 'Shut Down' dialog works correctly
 when called from the menu, this could be dealt with on a case-by-case
 basis IMO.
