In that case it's not your monitor. Right click on the blank part of the 
toolbar, over on the left side, click Add to Panel, click Main Menu from 
the list, then Add. You probably also want to add Window List.

That can cause problems when upgrading, particularly if the old Gnome 
install is very old, e.g. Gnome 1.x series.
