If the install CD isn't corrupted (check with md5sum) the most likely
explanation is that the monitor resolution isn't set up correctly, so
you can't see the bottom edge of the screen. Try right-clicking in the
middle of the desktop, and you should see 'Open Terminal'. Then run
gnome-display-properties to set a different resolution, and see if you
now have the tool bar visible. Alternatively, your monitor may have an
auto-adjust feature (or on an older CRT, vertical and horizontal
adjustment knobs).
On the other hand, if you had an old Gnome install on the machine and
you have chosen (during the install) not to format the /home partition,
it's just possible that an old /home/terri/.gnome preferences directory
has screwed up the new desktop. If so, just log out, delete it and log
in again to create a fresh .gnome directory.
Once you get the desktop working right, you'll probably benefit
performance-wise from building a custom SMP kernel for those Pentium Pro
CPUs.
