 In recent release (eg 0.8.1) network services such as Samba, inetd, rsync,
 ssh are running by default after a fresh install. This is convenient, but
 also a potential security risk. We should disable these by default, then
 users can switch them on in Desktop -> Administration -> Services if they
 need them.
